Short history
The institution was established on June 30th, 1964 pursuant to the Decision of the Municipal Assembly of Novi Sad, as the Home for Elderly and Deprived People in Futog. At that time, the Home employed 8 people and disposed with 80 beds. From the very establishment the Institution has recorded exceptionally dynamic and successful development, which has been rare for such type of institutions. The development was based on the needs of elderly people living in the City of Novi Sad and Vojvodina and the requirements of modern gerontology science and profession. October 16th has been determined as the Day of this Institution
Measures of reconstruction of the old and outdated facilities, additional building of accommodation capacities of stationery type of accommodation and development of other assumptions that should improve the general hygienic and other conditions and standards of beneficiaries were undertaken immediately after the establishment of the Institution. That was the reason because of which the capacity of the Home was doubled in 1972 already. A year later, the construction of the Retired People’s Home at Liman was also completed. On March 6th, 1975, the Home merged with the Home in Futog based on the commitment of all social factors in the City, and that was how the first Gerontological Care Centre in the SFRY was established in conceptual and nominal sense. The Centre increased its accommodation capacities for additional 140 beds at that time.
Within the intensified efforts of the society for more efficient and complete care for elderly people, the Municipal Assembly of the City of Novi Sad analysed the issues of social protection of elderly people at its session held on November 24th, 1974 and concluded that it was insufficient, both in terms of contents and in terms of forms and adopted the Conclusion on further development of the existing and necessity of establishment of new forms. The Conclusions also pointed specifically to the necessity of providing of services of home care and assistance, establishment of clubs for elderly people in local communities, development of neighbourhood assistance programmes, establishment of the Shelter with the Shelter Centre and further development of the Home type of protection.
A large empirical research on social-protection needs of elderly people, which encompassed 11 000 persons, was conducted in Novi Sad in 1976 for the purpose of more precise planning of development in this field. Based on such commitments and results of the research, the Institution determined its development programmes and undertook measures for their implementation. On April 14th, 1975, the Shelter Centre, with the capacity of 15 beds, was established in the course of implementation of the listed commitments. Since March 1977, the Institution has been providing systematic expert assistance to the work of the clubs for adults and elderly people; the Department of home care and assistance was established in June 1978; the first phase of the Retired Peoples’ Home at Novo naselje was completed in 1986 and the second and the third phases were completed in 1988; the building of the modern Shelter for adults and elderly people with the capacity of 35 beds was completed in Futog in 1990; the attic in the Home at Novo naselje was reconstructed in 1993 so that the total capacity was increased for additional 60 beds of stationery (hospital type of accommodation); one floor of the building of the Home at Liman (with the total accommodation and business space of 2 500 m2) was completed in 1996 and that increased the capacity for mobile beneficiaries for additional 86 beds. We should also add that a new building of the central laundry was built in Futog in the year 2000 and that one part of equipment for it was also purchased. In 2008, a new updated high standard facility for home type of accommodation was built in Futog, with the capacity of 62 beds for stationery accommodation of elderly people.
The founder of the Institution
The Institution was established in 1964 by the Municipal Assembly of Novi Sad. Until January 1st, 1992, the City of Novi Sad was the founder of the Institution and since then the role of the founder has been taken over by the Government of the Republic of Serbia. After the enactment of the so-called Omnibus Law (on April 17th, 2002), the function of the founder has been taken over by the Executive Council of the AP Vojvodina. The responsibility of the Republic in conceptual and system sense refers to the accommodation facilities, while the City of Novi Sad is responsible for the so-called open forms of social protection (Assistance and care at home and Clubs for adults and elderly people) and since January 1st, 2005 for temporary accommodation of people in social need as well (Shelter and Shelter centre). The Executive Council of Vojvodina and the Secretariat for Social Affairs and Demography of the Province are responsible for election and appointment of directors, Managing and Supervision Boards and supervision over the expert work and legality of work of the Institution.
